党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》指出,加强党的执政能力建设必须以加强党的基层组织建设为基础。今年初下发的中央一号文件强调,要把解决好“三农”问题作为全党工作的重中之重。在新世纪新阶段,如何加强党的基层组织建设,夯实党的执政基础；如何解决好“三农”问题,统筹城乡发展,全面建设小康社会,是地方各级党委面临和必须探索解决的重大课题。2003年以来,来宾市按照“围绕经济抓党建,抓好党建促发展”的思路,创新工作机制,将农村党的基层组织建设与“三农”工作有机结合,相互促进,取得了很好的效果,得到了自治区党委领导和自治区党委组织部的充分肯定。
