著作权人为了使其作品在网络环境下能得到有效的保护,采用技术措施以防止他人侵权。但这些技术措施易被他人破解和篡改,因此应给予这些技术措施以法律保护。同时为了平衡公众与权利人之间的利益,又应对其保护加以一定限制。
In order to protect their works effectively under the network environment, the copyright owner adopts technical measures to prevent infringement of others. However, these technical measures are easy to be cracked and tampered with by others. Therefore, these technical measures should be given legal protection. At the same time, in order to balance the interests of the public and the rights holders, some restrictions should be placed on their protection.
