陕西省从顶层设计出发,创新性地提出了构建“两网四库三平台”的三级体系,以此打通条块分割和信息壁垒,建成“让数据跑而不是让人跑”的信息化基础资源共享体系。我国的信息化建设,目前在国家层面还没有顶层设计,各部委采用了“建专网、建烟囱”的推进方式,对全国信息共享与应用造成了极大的障碍。信息化本身具有开创性,在陕西省主要领导的充分信任和放权下,我们遵循信息化规律,从顶层设计出发,创新性地提出了构建
