总的来说,城市规划管理内容广泛,既可以看做是对城市规划系统内部进行的管理,也可以看做是对城市规划系统相关的行为进行的管理。在实际的城市规划过程中,城市规划管理可以详细的划分为编制管理、审批管理、实施管理等等。在这些不同的管理上,其内容和性质也大不相同。因此在城市规划方面,要重视在管理制度方面的创新。城市规划政府要承担相应的责任,这要重视不同层级政府之间的协调性,以及同级政府内不同部门间的协调问题。依据建设法治政府的路线,处理好各个阶层,各个部门间的关系梳理,力求提高城市规划的效能,实行好政府的管理职能。本文针对我国在城市规划方面存在的问题进行探讨,提出了相应的建议,希望能够在城市规划方面做出贡献。
In general, the comprehensive management of urban planning can be regarded as both the management within the urban planning system and the management of the urban planning system. In the actual process of urban planning, urban planning management can be divided into detailed management, approval management, implementation management and so on. In these different management, its content and nature are also very different. Therefore, in the city planning, we should pay attention to the innovation in management system. The city planning government should bear the corresponding responsibility, which should pay attention to the coordination between different levels of government, as well as coordination between different departments within the same level of government. According to the line of building a government ruled by law, we should sort out the relations among all levels and departments and strive to improve the effectiveness of urban planning and implement the government’s management functions. In this paper, the problems existing in the urban planning of our country are discussed, and the corresponding suggestions are put forward, hoping to make contributions in the urban planning.
