由于老龄化、疾病变化和医疗创新等多种原因,各国的医疗保障费用日益提高,政府必须筹集更多的资金,而可行的方法有:增加资金、减少保险、应用共同支付及扣除,以及降低成本。在设计整个医疗保健资金的流程时,有收入征收、集资、购买服务三个重要步骤:不同的医疗服务有不同的资金来源方式;由于主要的医疗费用的可预测性,收入共享是集资的最好方法;购买服务需要分析病人、医疗机构和医生、医疗费用支付系统之间的关系。
