许昌市从1992年10月份起对土地使用制度的改革进行前期准备,1992年11月下旬开始运行和操作,财政部门的综合计划机构代表财政部门自始至终参与了此项活动,充分发挥了财政职能作用。我们的主要做法是: 一、建立组织加强领导。为了认真贯彻执行中华人民共和国城镇国有土地使用权出让和转让暂行条例,市政府决定成立许昌市土地使用制度改革领导小组,下设办公室,财政部门参加了这一组织。
