党的十四届三中全会通过的“关于建立社会主义市场经济体制若干问题的决定”中指出:“进一步转换国有企业经营机制,建立适应市场经济要求的产权明晰、权责明确、政企分开、管理科学的现代企业制度”,是实现社会主义市场经济的重要环节,是深化企业改革的必由之路。中央的这个指示是全国13000多家大中型企业能否搞活和搞好的根本方针。因此,产权明晰、政企分开是建立现代企业制度的关键所在。
The “Decision on Several Issues Concerning the Establishment of a Socialist Market Economic System,” passed by the Third Plenary Session of the 14th CPC Central Committee, pointed out: “The state-owned enterprises should be further transformed into operational mechanisms to establish clear property rights, clear rights and responsibilities, and separate government and enterprises. ”The modern enterprise system of management science" is an important part of realizing the socialist market economy and is the only way to deepen enterprise reform. This directive by the Central Government is the fundamental policy for whether more than 13,000 large and medium-sized enterprises in the country can invigorate and do well. Therefore, the clarity of property rights and the separation of government and enterprises are the key to establishing a modern enterprise system.
