论依法执政与依法行政的统一与实现

执政党的依法执政,是政府依法行政的前提和基础,政府的依法行政,是党的依法执政的体现和保障。坚持并促进依法执政与依法行政的有机统一,需要加强与改善党的政治领导、思想领导和组织领导,需要“以法治的理念、法治的体制、法治的程序”来保障。

The ruling party’s administration according to law is the premise and foundation of the government’s administration by law. The government’s administration by law is the embodiment and guarantee of the party’s ruling by law. To uphold and promote the organic unification of governing by law and administration by law, we need to strengthen and improve the party’s political leadership, ideological leadership and organizational leadership, and we need “protection by the concept of the rule of law, the rule of law, and the rule of law.”
