时下,有一种说法很流行:国有企业已是一块“板结”的土地,要“疏松”它就要改变其单一的所有制结构…… 于是,很多国有企业将摆脱困境的希望寄托于股份制改造。 果真如此吗?最近记者采访了不少国有企业,深感问题并不这样简单。 无可否认,“疏松”土地,股份制是一把“好铁锨”,它确曾使一些国有企业改变了原来的运作模式,改善了经营,摆脱了困境,但也绝非仅此一种工具。就大多数国有企业的现状来说,都去赶股份制这趟车是不现实的。对相当一部分国有企业来说,眼下更迫切的恐怕还是如何眼睛向内,苦练内功。这不但必要,而且大有可为。不管建立什么样的企业制度,股份公司也好,责任有限公司也好,练好内功都是最重要的基石。
Nowadays, there is a popular saying that a state-owned enterprise is already a “consolidated” land. To “loose” it, it is necessary to change its single ownership structure. As a result, many state-owned enterprises have placed their hopes of getting rid of difficulties in joint-stock reform. If so, recently the reporter interviewed a number of state-owned enterprises and deeply felt that the problem is not so simple. It is undeniable that “loosening” the land and the joint-stock system is a “good iron spade.” It has indeed enabled some state-owned enterprises to change their original mode of operation, improve their operations, and get rid of the predicament, but it is by no means a mere tool. As far as the status quo of most state-owned enterprises is concerned, it is unrealistic to go for a shareholding system. For a considerable number of state-owned enterprises, the more pressing issue is how to look inward and work hard. This is not only necessary but also very promising. Regardless of the establishment of a corporate system, a stock company, a limited liability company, and good internal skills are the most important cornerstones.
