三十年代后期,上海已成为全国最大的商业城市,市中心交通拥挤问题初现端倪。抗战胜利后,市区人口已达三百七十余万,市内每日交通车载客在一百万人次以上,一些主要街道如中正路(今延安东路),每小时机动车流量达860余辆,南京东路达820余辆;非机动车辆量就更多,光南京路每小时就在2,500辆以上。各类车辆充斥街头,交通经常堵塞,于是解决市内交通拥挤问题,国民党上海市政府也不得不对之一议。一九四七年二月一日,工程师学会上海分会在交通大学举行年会,专题讨论上海交通问题,著名桥梁专家茅以升等也都莅会。
In the late 1930s, Shanghai became the largest commercial city in the country, and traffic congestion in the downtown area began to emerge. After the victory of the Anti-Japanese War, the urban population has reached over 3.7 million. The daily number of passengers in the city is over 1 million. Some major streets such as Zhongzheng Road (now Yan’an East Road) have a traffic flow of 860 The remaining vehicles, Nanjing East Road amounted to more than 820 vehicles; more non-motor vehicles, Nanjing Road, light per hour on more than 2,500 vehicles. Various types of vehicles are flooded on the streets and the traffic is often blocked. Therefore, the Kuomintang Shanghai Municipal Government has to deal with the problem of traffic congestion in the city. On February 1, 1947, the Shanghai Branch of the Institution of Engineers held an annual meeting at Jiaotong University to discuss the issue of Shanghai’s transportation and famous bridge experts Mao Yisheng also attended the meeting.
