网络民意的迅速发展及其在政治社会生活中造成的影响,受到了从中央到地方政府的重视,也亟待建立一个整合网络民意的常态机制,让网民的权利能够通过合法有效的程序机制表达,把网络民意的力量转化为政府依法执政的保障和动力。对此,政府首要任务是构建整合网络民意的制度渠道,及时搜集民意,建立网络政府与民众的互动机制;正确把握民意,建立网络民意的分析监测机制;理性应对民意,建立网络民意的回应机制。
