一、改革现行资金供应体制。企业增加投入,缓解当前资金紧张状况,不能只靠银行一家。事实已经证明,虽然银行贷款是增加的,但并没有根本解决问题,为此需要政府、银行和企业协同配合。一是要严格控制新上项目,控制固定资产投资规模,要本着量力而行的原则,资金落实一个上一个:二是要采取有效措施,帮助一些重点企业清理拖欠。二、深化企业改革。解决资金紧张问题,绝不是单纯地增加贷款、放松银根所能解决的,最根本的是企业只有靠“深化改革、转换机制、苦练内功、提高效
