主席、各位委員、各位同志:一九五三年一月十三日中央人民政府委員會第二十次會議通過了‘關於召開全國人民代表大會及地方各級人民代表大會的决議’,定於今年‘召開由人民用普選方法產生的鄉、縣、省(市)各級人民代表大會,並在此基礎上接著召開全國人民代表大會’;同時决議成立選舉法起草委員會,進行選舉法的起草事宜。選舉法起草委員會成立後,遵照上述决議立即開始工作。我們根據人民政協共同鋼領有關實行普選問題的規定,研究三年多來我國人民民主專政的實際情況,吸收蘇聯選舉的經驗,並徵求各方面的意見,經過了多次的討論和修改,擬定了‘中華人民共和國全國人民代表大會及地方各級人民代表大會選舉法’草案。現在選舉法起草委員會指定我把這個草案加以說明,提請中央人民政府委員會予以審查和批准。
Chairman, Members, Comrades: On January 13, 1953, the 20th Plenary Session of the Central People’s Government Committee passed the ’Resolution on Holding the National People’s Congress and the Local People’s Congresses at all levels, This year’s’ people’s congress at all levels of townships, counties and provinces (municipalities) that are elected by the people by universal suffrage will be held. On this basis, the NPC will then be convened. At the same time, it is hereby decided to set up a drafting committee for the election law to conduct the election law Drafting matters. After the establishment of the drafting committee of the Electoral Law, the work started immediately following the above resolution. In accordance with the provisions of the CPPCC National Committee on common-law implementation, we study the actual situation of our people’s democratic dictatorship over the past three years and so on. We have absorbed the experience of the Soviet Union in elections and solicited opinions from all quarters. After many discussions and amendments, we have formulated The draft ’Electoral Law’ of the National People’s Congress of the People’s Republic of China and the local people’s congresses at various levels. Now the Electoral Law Drafting Committee has designated me to elaborate this draft and submit it to the Central People’s Government Committee for review and approval.
