居住区物业管理“纳入”社区建设问题,在北京市第四次城市管理工作会议上已经作了明确的阐述,之后市国土房屋管理局又正式下发了[2002]758号《关于居住区物业管理纳入社区建设的意见》,以及956号《关于认真做好将居住区物业管理纳入社区建设工作的通知》,进一步作出了明确规定,并要求各区县加以认真贯彻。至此,既有会议讨论决定,又有行政主管部门颁发文件规定,应该说这一问题已有定论,剩下的是如何贯彻实施的问题。但是,一个新的提法、一个新的观点的产生、尽管经过反复论证,仍然会有或多或少的疑虑,甚至是阻力。因此,要想确立他的理论地说’以适应新的形势;要想在实践中推行,以利社会进步,就必须更深入地探讨和论证他的合理性和必要性。

However, the emergence of a new formulation and a new viewpoint will still have more or less doubts or even resistance after repeated demonstration. Therefore, if we want to establish his theory to adapt to the new situation, if we want to promote it in practice so as to promote social progress, we must probe and prove his rationality and necessity in more depth.
