本文从政策制定的过程和政策实施的效果两个层面分析《城市生活无着落的流浪乞讨人员救助管理办法》,剖析政策制定的初衷跟政策执行后的效果为什么有会反差。
This article analyzes the Measures for the Assistance and Assistance of Unmanaged Vagrants and Beggars in Urban Areas from two aspects: the process of policy making and the effect of policy implementation, and analyzes why the original intention of policy making is different from the effect after policy implementation.
