随着非公有制企业在各地的迅速崛起,原本由国有、集体企业为主的城市经济结构被打破,各类生产经营单位已遍及城镇、农村。原本职工工伤认定由单位及时申报、劳动行政部门及时认定的惯例也被打破,工伤认定难度加大,如不及时解决,将损害职工、企业的切身利益和政府职能部门的形象。
