实施17年后首次进行修改的预算法再次迎来高度关注,并以超33万条创下网上法律草案征求意见的新纪录。在全国人大法律草案征求意见系统中,刷新了去年个人所得税法修正案征求意见时收到的23万多条意见。所谓预算,笼统地说即是政府的财政收支计划,也就是政府“钱袋子”怎么花的问题。预算法,顾名思义,就是关于政府“钱袋子”怎么花的法律。预算不仅是一国经济根本,也关乎升斗小民一粥一饭。
