In accordance with the unified arrangements of the provincial party committee and the provincial government, the Shantou City Finance and Trade System began in August 1984. First, the Shantou City Department Stores Branch, the Gansu Fruit Branch Company, and the grain storage and transportation company conducted trials of the managerial responsibility system. After the first batch of pilot enterprises have obtained initial experience, they have also started to implement the managerial responsibility system for pilot projects in subordinate enterprises such as direct commercial, supply, marketing, and food industries in counties and cities. As of November 1985, according to the statistics of the companies in counties, cities, and municipalities, among the 342 companies in the commercial, grain, supply and marketing departments, 35 were responsible for the trial manager’s responsibility, accounting for the total number of enterprises.
