国企改革试点中常犯的错误是,在失败的案例上不再舍得花时间与精力,不重视总结失败的经验与教训,甚至刻意掩饰失败。随着国企改革系列文件的陆续出台,国务院国有企业改革领导小组办公室研究并确定了2016年国有企业十项改革试点。试点是中国式改革的特色,也是积极又稳妥推进改革的科学方法,从最早设立的改革开放四个特区,到近年来推行的自贸区试点,无一不按照这一模式进行。
The common mistake made in the pilot reform of state-owned enterprises is that they are no longer willing to spend time and effort in failing cases, failing to summarize the experiences and lessons of failure, and even deliberately concealing their failures. With the series of SOE reform documents issued one after another, the State Council Leading Group for State-owned Enterprise Office has studied and finalized 10 reform pilot projects for state-owned enterprises in 2016. Piloting is a feature of Chinese-style reform and a scientific method of actively and steadily advancing reforms. From the earliest establishment of the four special zones for reform and opening up to the pilot free trade zone in recent years, all are piloted in accordance with this model.
