丹东市邮电局邮件分拣科挂号班原有职工14人,分挂号和快件两个组作业。近年来,随着商品经济发展,邮件量增长较快,原挂、快邮件分拣作业组织已不适应新的形势。由于挂号邮件量大于快件量,分别作业工作量不均衡,工序不衔接,人均作业时间长,处理时限达不到要求,质量得不到保证。为改变这种状况,我们在优化作业组织中,运用系统论的原理,结合本局生产实际,从提高质量和生产效率出发,对挂、快邮件作业组织进行了调
