自治区本级部门预算改革从2001年开始实施,到目前为止已经历了14年的实践过程。在此丰富的改革实践过程中,既取得了显著的成效,获得了宝贵的经验,极大地提升了自治区本级的财政预算管理水平,但同时也面临着一些亟待解决的问题。本文在对自治区本级部门预算改革预期目标、取得的成效、面临的主要问题进行综合评估的基础上,提出了完善自治区本级部门预算改革的重点对策。一、对自治区本级部门预算改革面临主要
The budget reform at the departmental level of the autonomous region began in 2001 and has undergone 14 years of practice so far. In this rich process of reform and implementation, we have achieved remarkable results, gained valuable experience and greatly enhanced the level of financial budget management at the autonomous region. However, we also face some problems to be solved urgently. Based on the comprehensive assessment of the expected goals, achievements and problems faced by the budget reform at the departmental level in the autonomous region, this paper puts forward some countermeasures to improve the budget reform at the local level in the autonomous region. First, the reform of the budget of the sector at the corresponding level in the autonomous region faces major problems
