搞好舆论监督离不开领导重视,但舆论监督要持续健康发展,还必须进行制度构建。虽然我国舆论监督实现了从党内决定到党内制度、从宪法规定到法律授权、从批评错误到监督权力等方面的转变,但是相关制度依然存在内容笼统难操作、权利义务不对等、专门法规难出台、地方经验难推广等缺憾。因此,舆论监督制度构建应遵循文件政策与法律法规相补充、党委领导与媒体独立相统一、中央推动与地方创新相协调、专门法规与其他法规相衔接、宏观规范与微观细则相配套等维度。
