加强和改革行政财务管理,有效地控制行政经费的增长,是当前摆在各级财政部门面前的一项重要任务。去年,湖北省南漳县财政局在行政财务管理上狠抓重点,突破难点,强化财政预算手段,采取了“一压”、“两清”、“三控”、“四改”的措施,使全县1987年行政费支出在人民武装部划转、调整工资等客观增支因素影响下,仍较上年下降6.8%。现将南漳县控制和节减行政经费的做法介绍如下:
To strengthen and reform the administrative financial management and effectively control the growth of the administrative expenses is an important task now facing the financial departments at various levels. Last year, Nanzhang County Finance Bureau of Hubei Province paid more attention to the administrative financial management, broke through the difficulties and strengthened the fiscal budgetary measures. The Nanzhang County Government took the “one pressure”, “two clearances”, “three controls” The measures of “four changes” enabled the county administrative expenses in 1987 to fall by 6.8% over the previous year under the influence of the objective increase and decrease of the people’s armed forces ministry and adjustment of wages.
