根据第一次全国工农教育会议,关于农民业余教育的方针,及山东当前的任务、在去年冬学及今年常年学习的基础上,结合当前中心工作,普遍开展五○年的冬学运动,为此特制定计划如下:(一)今年冬学应普遍进行保家卫国的时事政治教育与爱国主义的教育,使群众对目前形势与美帝国主义有正确的认识,以启发其觉悟,提高其积极性。在时事政治教育外,在进行结束土改工作的老区,则应着重文化学习,以识字教育为重点,应先求普及而后提高,有计划有步骤有重点的开展识字运动。在进行文化学习时应紧紧结合当前结束土改的中心任务,进行结束土改的各项具体政策的教育,及发展农业生产的生产方向、生产政策与技术教育等。在进行土改的新区,则应着重时事政策教育,首先结合土改运动进行阶级教育,启发广大农民群众的阶级觉悟、政治认识。在土改过程中,应同时注意结合阶级教育,启发村干、积极份子、青年男女学习文化的要求,有条件的加以组织与领导,适应群众要求,建立起各种识字组织(如识字班等)。(二)在冬学的对象上:老区的识字运动以村干部、各种组织的积极分子、青年团员与有组织的青年男女为主要对象。一般农民群众亦应
