1997年，华夏地方志研究所向各地寄发了《关于新方志工作的调研提纲》，凡十四题，基本上把修志应该总结的问题包括在内了。修志者们都来就这些问题发表一些意见，集腋成裘，对于探讨本届修志的成败得失，总结经验和教训，供续修参考，乃至对于方志学的建设，都将是一个贡献。
In 1997, Huaxia Institute of Local Records sent a “Survey Outline of New Local Records Work” to all localities. All fourteen questions were basically included in the questions that Shizhi should summarize. Those who are responsible for their work have come forward to express some opinions on these issues and they will make a contribution to discussing the success or failure of this revision of history, summing up experiences and lessons, providing reference for renewal, and even building of local history.
