黄河流域九有(区)总面积75.24万km~2,水土流失面积43.9万km~2,占流域总面积的59%。1949~1987年三十八年来,黄河流域八省(区)(不包括四川)水土保持开展面积16.7万km~2(合2.5亿亩),保存面积12.3万km~2(合1.84亿亩)占水土流失面积的28%。其中:梯田、条田(埝地)、坝地、林草等七项措施保存面积共11.7万km~2(合1.76亿亩)。上述七项措施,三十八年累计蓄水效益259.7亿m(?),保土70.2亿t,累计增产粮食329.1亿kg,以及枝条等实物,五项产品按当时或1980年不变价格计,增产总效益分别为195.07和172.68亿元。完成上述七项水保措施总投劳40.8亿工日61.96亿元,其中国家补助投资10.82亿元,占总投资的17.5(?),群众自筹(含劳力折资)51.15亿元,占总投资的82.5(?)。完成上述七项措施的运行费63.96亿元1987年实施水保措施,按1980年不变价格,计算2000年益本比为1.88。黄河流域的水土保持不仅促进了流域各省(区)的农林(?)土生产,还减少了人黄泥沙,三十八年平均每年拦泥1.85亿t,占黄河多年平均输沙量16亿t的11.5%。其中1950~1969年平均每年拦泥0.7亿t,1970~1987年平均每年拦泥2.12亿t,1970年后的18年平均比前20年平均多拦泥2.1亿t,占黄河多年平均输沙量的15(?)关于黄河流域水土保持拦泥土效益的计算,本刊将于下期发表。
