The reform of the medical insurance system was listed as one of the five reforms by the current government. The “Decision” issued by the State Council on the establishment of a basic medical insurance system for urban employees proposed that the task of establishing a basic medical insurance system for workers be completed in 1999. Why should we accelerate the reform of the medical insurance system for employees? What are the drawbacks of the original public expense and labor insurance medical systems in China that need reform?
