据监测,自2010年1月到12月间,北京、上海、天津、山东等20个省(市)的书记、省(市)长到其他地区考察共93次。其中,北京市领导外出考察8次,是次数最多的地区,其次是广东、山西和青海三地,领导外出考察7次;从月份上看,4月份考察最多,共25次;从被考察地区上看,新疆由于国家援建政策的缘故,被考察19次位列第一,其次是上海、四川、天津等地,因世博会、援建、环渤海新经济增长点等缘由分别接待外省级考察12次、9次和8次,位列二、三、四位。
