距进入20世纪只有七年,我们迎来的将是一个巨大变革的新时期。这个时期变革的巨流之一,就是由工业化社会向信息化社会过渡而出现的学习化社会,教育这个神圣的事业将成为社会发展的基础工程和新型的战略性产业。一个社会化的、群众性的求知热潮必将到来,人们将从纷纭复杂的不同侧面、不同角度寻求适应需要的知识和技能。那么,教育怎样才能适应这个即将到来的新时期、新形势、新挑战,怎样才能满足各行各业、各类人员求知的需要呢?中国这个地大物博、人口众多、经济不发达、学历层次和人均受教育年限较低的国家,依靠现有的全日制普通学校和传统的教育机构,既不能适应未来的形势,也不能满足需要。事实上,世界上哪个国家也不能仅仅依靠举办普通学校来满足社会对人才和人们对知识的需求,都要寻求建立和发展传统学校以外的教育机构和教育形式,发展国民的教育事业。
