沥青配合比设计是为了满足沥青路面相关技术性能的一种思维或计划,因此,它是施工工艺的一个重要组成部分,与工程质量与效益密切相关。所以,进行相关设计工作是施工企业应具备的基本能力,如缺乏可自主寻求外部的技术支持与服务。因此,不应将其作为一种独立的资格,列入公路水运工程试验检测机构等级标准的能力基本要求目录中,笔者通过对设计需要达到的目的与责权利的分析,阐述了这一观点。
Asphalt mix design is a kind of thinking or plan to meet the technical performance of asphalt pavement. Therefore, it is an important part of the construction process, which is closely related to project quality and benefit. Therefore, the relevant design work is the basic ability of construction enterprises should have, such as the lack of independent external technical support and services. Therefore, it should not be listed as an independent qualification in the catalog of basic requirements for competence of test and inspection agency of highway and shipping. The author elaborates this view through the analysis of the objectives, responsibilities, rights and benefits needed by the design.
