第一章总则第一条为了有效地处理和调解专利纠纷,保护发明人和专利权人及其利害关系人的合法权益,维护社会经济秩序,根据《中华人民共和国专利法》及其实施细则和《广东省专利保护条例》等法律、法规,结合本市实际,制定本办法。第二条凡在广州市行政区域内处理和调解专利纠纷,适用本办法。第三条市管理专利工作的部门负责处理和调解本市行政区域内的专利
