SI级945型多用途攻击型核潜艇苏联海军有四大战略目标:与其他军种一起对美国实施核攻击;阻止、摧毁美航母特混舰队;阻止、摧毁美战略攻击核潜艇;破坏美欧的海上交通线。 20世纪70年代中期,美国海军的战斗力迅速增强,核潜艇的数量也有所增加, 在此情况下,第三个战略目标成为了苏联海军最为重要的课题。当时,苏联的地面战斗力与美国势均力敌,但海军战斗力却难以与之相抗衡。虽然其海军总司令戈尔什科夫元帅在向党高层部门的报告中称, “海军完全能够实现上述四个目标”,但事实上当时苏联的攻击型核潜艇数量是远远不够的。
SI 945 multipurpose attack submarine Soviet navy has four strategic goals: together with other services to the United States to implement a nuclear attack on the United States; prevent and destroy the United States aircraft carrier task force; to prevent and destroy the U.S. strategic attack on nuclear submarines; destroy the United States and Europe of maritime traffic line. Under this circumstance, the third strategic goal became the most important issue for the Soviet navy. At that time, the Soviet Union’s ground combat force was evenly matched with the United States, but the naval combat effectiveness was hard to contend with. Although his naval commander-in-chief Marshal Gorshkov said in a report to the party’s top department that “the Navy is fully capable of achieving the above-mentioned four goals”, in fact the number of Soviet-type attack-type nuclear submarines was far from sufficient.
