在北京昌平县进行业务调查期间,我们发现了这样一个问题:即业务档案收集不全的问题。什么是“业务档案”,目前尚无明确的定义。这里使用这个词是为了与机关中普遍存在的党务、行政档案相区别而专指机关在自己主管的业务活动中形成的那部分不属于科技档案范畴的文书档案。这部分档案的特点是内容与本机关内各业务部门的日常工作关系较密切,归档后要经常查用,因此业务人员不愿上交。这部分业务档案收集不上来,使许多机关档案室实际上变成了党务、行政档案室,所存档案,内容上大同小异,反映不出本单位业务工作的情况来。
During a business survey in Changping County, Beijing, we found the following problem: the incomplete collection of business records. What is “business records”, there is no clear definition. The term is used here to distinguish itself from the party affairs and administrative files that are prevalent in the organization and specifically refers to the instrument files that are not part of the scientific and technological archives that are formed by the organs in their own business activities. The characteristics of this part of the archives are that the contents are closely related to the daily work of various business units within the organ and are often checked after filing. Therefore, the staff members are unwilling to turn in the contents. This part of the operational files is not collected, so many agencies archives actually become the party, the administrative archives, the files stored, the content is more or less the same, reflecting the work of the unit business situation.
