卫生部全科医学培训中心副主任崔树起我国多数居民都认为,社区卫生服务机构提供的就是初级卫生保健,所以他们断定社区卫生服务就是初级卫生保健,两者是一同概念。不仅如此,这一观点也被多数社区医务人员认可,他们也认为自己就是初级卫生保健的惟一提供者。笔者认为,这一概念的混淆与我国社区卫生服务的发展密切相关。我国大医院分科较细,只重视高精尖,忽视初级卫生保健,而社区卫生服务起步较晚,
