深化粮食流通体制改革,不仅关系整个经济体制改革的大局,也关系到收购资金封闭运行目标的实现乃至农发行的生存与发展。因此,随时掌握粮改的进程,不断分析和解剖影响粮改的难点,是当前农发行面临的一个重要课题,也是推进粮改和实现收购资金封闭运行的有效途径。现结合南昌市粮改进展调查情况,谈几点看法:一、粮改的进展与现状自去年5月国务院发布实施《粮改决定》以来,南昌市各有关部门按照中央的统一部署,坚持以“三项政策、一项改革”为重点,积极采取措施,努力推进粮食流通体制改革,取得了明显的成效。主要体现在以下五个方面:(一)初步建立了各级政府层层负责的粮改工作领导责任制。一是市、县多次召开了粮改工作会议,认真学习贯彻粮改政策,统一思想,落实
