加大对卫生的财政投入,已经成为社会共识。但是,需要增加多大幅度的财政投入?在投入对象上,是投入需方(医保、新农合、弱势群体救助等)还是供方(社区卫生服务、对医院运行的补贴等)?在投入程序上,是先投入,再改变激励模式?还是先改变激励模式,再投入?围绕这些核心问题,卫生部门、财政部门以及国家宏观调控部门认识分野,且分歧较大。本期封面专题,将重点对财政投入的多寡与卫生资源使用效率的高低之间关系,通过实证案例,进行国内外对比,为读者清晰地勾勒出一幅完整的脉络图。
