新时期权力腐败一直成为社会的关注焦点,具有非法获利的贪婪性、主体的衍生性、手段的智能性、领域的拓展性等特征。它产生的原因主要在于社会转型带来控制松弛、价值观念的扭曲、社会与司法制度的疏漏、对部分领导干部选拔不准、管理不严和教育不够等。必须采取釜底抽薪、斩断衍生腐败的源头和治本治标、打击衍生腐败与追索其原生腐败并重的方法,以预防和根治权力腐败。
Power corruption has always been the focus of society in the new era. It has such features as the greed of illegal profits, the derivative of the subject, the intelligence of the means, and the expansion of the field. The main reasons for this are the slackening of control brought by the social transformation, the distortion of values, the omission of social and judicial systems, the inaccurate selection of some leading cadres, the poor management and the insufficient education. It is necessary to take a drastic one-off plan to cut off the source of the root causes of corruption and cure the root cause of the corruption, combat the derivation of corruption and reclaim the equal emphasis on its native corruption so as to prevent and cure the corruption of power.
