智囊团是软科学的研究班子和机构,一般由各类专家、学者组成。它对于实现真正科学化的领导和管理,是一个组织工的保证。 随着我国社会主义市场经济制度的建立,对企业的决策能力、管理水平等,提出相当高的要求。一个企业能否有发展后劲,能否在激烈的市场经济竞争中站稳脚根,取得胜利,决策占有十分重要的位置。在实行厂长、经理负责制的今天,有一种错误的导向:即企业的兴衰系厂长、经理的工作能力。这有一定的说服性,但没有科学性和远见性。纵览中外驰名企业,如日本的东芝公司,韩国的浦项制铁公司,美国的福特公司和我国的首钢等等,无不是依靠企业中的智囊团在激烈的市场竞争中取胜。道理在于,一个业的领导者,不可能同时具备多方面的专业知识和才能,即使是专家厂长、经理,也不可能精通各门学科。要能够做到既发现问题,提出问题、预测问题,又能解决问题,拿出具体方案,做出正确决策,必须要有智囊团。这是领导班子或某个人所不能替代的。
