最近党中央颁布的《党政领导干部选拔任用工作条例》,把“群众公认”作为选人用人的一项重要原则.“群众公认”是指人民群众对所选拔干部的反映、评价和认可程度.坚持“群众公认”原则,就是要在选任干部中,充分重视人民群众的看法和反映,并把其作为考任干部的依据,保证选人的准确性和可靠性.那么,在实践中怎样把握和运用“群众公认”的原则呢?我认为应该做到以下几点:一、正确领会“群众公认”原则的实践意义首先,“群众公认”原则保持了与我党根本宗旨的一致性.我党是创建初始就把全心全意为人民服务作为党的根本宗旨,井冈山时期的“打土豪,分田地”,抗战时期的“减租减息”,解放战争时期的“保家保田保饭碗”等,把我党的政治路线与人民群众切身利益有机结合在一起,使人民群众看到党的干部是在带领他们向前走,就拥护.如今,提高国家综合国力的目标与人民群众脱贫致富奔小康的要求相一致,只有坚持改革开放并有政绩的人,人民群众才赞成,才“公认”.

Since the founding of our party, the party has always regarded serving the people wholeheartedly as the party’s fundamental purpose. In the period of Jinggangshan, “playing tycoon and sub-field”, “rent reduction and interest reduction” during the War of Resistance Against Japan, , Organically integrating the political line of our party with the vital interests of the people so that the people will see that the party’s cadres are leading them forward and supporting them. The objective of comprehensive national strength of our country is consistent with the requirement of the people and the general public to get rid of poverty and become well-to-do people. Only people who hold the key to reform and opening up and have achievements can only be “recognized” only if they support it.
