在现有的六大产业功能区基础上,未来北京可能在西南部建设第七功能区,重点发展休闲娱乐产业。5月6日,北京市人大常委会就“制定生态涵养发展区产业发展政策,推进环境友好型城市建设”议案督办工作召开座谈会,北京市政府在议案办理的实施方案中明确指出,要将西南部列为首都的第七个功能区,作为发展旅游、休闲和新兴友好型产业的聚集区。建设北京西南第七大功能区是实现北京城市空间新格局的重要举措,是一种战略发展的考虑。在北京,每个区县都有自己极具特色的亮点,房山和门头沟区也该有自己的亮点和特色。据记者了解,房山和门头沟已经在这方面做了大量的工作。此次建设第七功能区的举措将使该地区成为北京房地产未来新的开发热点。规划内土地将会增值、有利于振兴旅游地产和工业地产。采访中,记者发现一个值得关注的问题。不少专家认为,第七大功能区范围应该扩大到西南五区,形成丰台、石景山、大兴、房山、门头沟西南五区联手建设的局面。毕竟,这五个区都处在永定河流域文化带上,地域相连、文脉相通,发展条件相似,只有合作才会有大发展。只有五区共同参与,永定河才有望得到整体治理。只有合作,西南五区的旅游资源才能形成综合产业体系。第七个功能区,定会成为未来北京新的经济增长点,形成现代都市新亮点和新的经济推动力。
