我们单位地处杭州郊区,是个新建的军队干休所。干休所中有不少同志很喜欢钓鱼活动,但钓场问题很难解决。有的同志赶早带晚,跑很远的路程到河沟、野塘垂钓,既不安全,收获也不大。有的同志到附近河塘垂钓,但像样的河塘均被当地群众承包。鉴于上述情况,我们经过调查分析和钓友的牵线,从1990年2月开始,采取个人集资,向驻地附近养鱼专业户签订钓鱼合同的办法,解决了老干部钓鱼难的问题。至今已经有5个年头了。在这5年的时间内,
