Anhua County, Hunan Province, a total of 10 districts, 51 townships, hired 46 water personnel. Before 1982, water conservancy officers in this county were paid by county magistrate’s office and the township government took charge of their work and thought. As a result, some townships do not attach importance to water conservancy work, and water conservancy officials have become cadres who work in rural centers or do odd jobs for township governments, and can not intervene in their own professional fields. In August 1983, the county set up a district-level water conservancy and hydropower station, bringing water conservancy personnel of all townships to the station. The main task is to be responsible for the construction and management of water conservancy and hydropower in the area.
