内蒙古中部杭锦后旗一固原县间,赋存有丰富的硫-多金属及其他非金属矿产,中小型矿山遍布。目前,这些矿山开发工作存在着乱采等诸多问题,导致许多矿山已处于停滞状态。究其原因,探寻治理途径,十分必要。停滞原因(1)盲目开采:许多中小型矿山,在缺乏必要的地质资料的情况下,盲目上马。加之开采时采富弃贫。采主弃副、采厚弃薄等,造成矿产资源严重浪费,且难以维持长久,继而导致大批矿山设备、厂房闲置、损毁。据对查干郭勒等8个地区一些中小型硫铁矿、铁矿、有色金属等矿山统计,平均亏损约达30%。(2)无视市场需求,缺乏综合经济效益观
