目前,因为管道安全管理不善造成事故的新闻经常见于诸多媒体上,比如中石化黄潍输油管道爆炸事故,以及黑龙江巴彦县发生居民集体腹泻,原因即污水管线渗漏污染了自来水管道。据中国城市规划协会地下管线专业委员会对2009年-2013年国内地下管道事故做的统计表明,就媒体公开报道且影响较大的典型事故总计75例,死亡117人。除了城市地下管道以外,在石化产业和城市化齐头并进的今天,遍地“石化围城”、“城围化工”的现象十分严重,石油化工企业造成的管道事故也不胜枚举。
