退役同步通信卫星严重影响着太空同步轨道环境,根据现代设计理念,提出探索退役同步通信卫星的再利用问题,创造性地把退役同步通信卫星演变为小倾角同步倾斜轨道卫星,并应用于导航通信系统,这对于改善导航系统的完好性、提高定位精度具有积极意义;同时,退役星上的大量转发器又可开辟新的卫星通信业务,从而开创了退役卫星多生命周期的开发利用.实验结果表明,本研究具有显著的社会意义和经济效益.
