刘兴利,北京现代循环经济研究院院长,从事冶金工业(钢铁、有色金属)产业政策研究工作近30年。初期曾在太原钢铁公司从事调研工作,1976年调冶金工业部,先后任职秘书、政策研究室副主任。20世纪80年代初调中国有色金属工业总公司担任政策研究室副主任、主任兼中国有色金属工业企业管理协会副会长等职直至退休。在冶金战线从事产业政策研究工作期间,深入全国各地各种类型的钢铁、有色金属工厂、矿山进行专题调研,对资源能源利用水平,工人劳动环境,废水废渣排放状况以及工艺主体装备技术水平等均有所了解。改革开放后先后到过世界上16个国家的有色金属企业进行考察。从先进与落后的比较,资源能源利用效率的悬殊差距,生产环境清洁与污染对比等中得到启迪和震撼,成为他退休之后发起成立非盈利性循环经济研究机构的渊源和动力。近4年来,他以北京现代循环经济研究院为平台,以再生资源利用研究为主项,与冶金、有色、化工、航空、煤炭、包装、建材等行业50多位同仁一道,为促进我国循环经济发展建言效力。
Liu Xingli, president of Beijing Institute of Modern Circular Economy, has been engaged in industrial policy research for the metallurgical industry (steel and non-ferrous metals) for nearly 30 years. After the reform and opening up, it has visited non-ferrous metal enterprises in 16 countries in the world for inspection. From the comparison of advanced and backwardness, the disparity gap between the utilization efficiency of resources and energy, the cleanliness and pollution contrast of production environment, it has been enlightened and shocked to become the source and driving force of setting up a non-profit circular economy research institution after his retirement. In the past four years, he has taken Beijing Research Institute of Modern Recycling Economy as a platform and the research on utilization of renewable resources as the main project.
