去年九月,美國為外國留學生設置的“TOFFL”考試,在中國各地辦理報名手續。在北京總報名處,報名前三天就已有成百上千人排隊等侯。原來傳說這次報名有限額。後來,國家教委的國外考試中心與美國普林斯頓大學的考試處聯繫,最後宣佈,这次報名下限名額,這才使已準備奮戰三晝夜的年輕人散去。 現在,在中國形形色色的各種考試中,最熱門的莫過於“TOEFL”。在北京、上海這樣的大城市,“TOEFL”班多如牛毛。前一段時間有不少关於留學生政策要改變的傳聞不胫而走。這些傳聞有幾类:一是說留學人數激增,造成人材大量外流,而且只有流出没有返回。有的外籍華人學者鄭重其事地說,
