国际市场的竞争,招投标是最常用的公平竞争方式。近年来,招投标在公路建设、管理、养护等项目中起到了提高质量、保障国有资产有效使用的积极作用,但按照招投标法的运作要求还有一定差距。公路行业在参与经济全球化过程中,必须遵守国际惯例,严格按照《招投标法》参与经济大循环。同时,要迅速改变目前投标中企业技术力量小、结构散、自家互相压价、低价中标的状况;迅速组建大的联合集团龙头带动联手握拳出击,依法维护整个国家的权益,在全球化竞争中立足壮大推动公路事业的健康发展。
