桓台县马桥镇被确定为全省经济发达镇行政管理体制改革试点后,抓住改革试点机遇,推动镇域经济科学发展,特别是在坚持以扩权强镇为重点,提升公共服务,提高行政效能、促进科学发展上取得了显著成效。桓台县副县长、中共马桥镇党委书记刘俊介绍了具体情况:一是理顺管理体制,优化镇级组织结构。按照精简、统一、效能的原则,统筹行政事业机构编制资源配置,优化组织机构,在马桥镇设置了5个党政综合性办公室、6个全额事业机构,核定行政编制60名,全额事业编制45名。按照试点政策,镇党委书记、镇长已按副县级干部配备。在近三年的公务员招考和事业单位招聘中,优先向马桥镇倾斜,加强人员配置。二是多形式下放权限,
