1998年11月4日,《中华人民共和国村民委员会组织法》颁布实施后,在省委、省人大、省政府的高度重视下,我省先后制定了《甘肃省实施〈中华人民共和国村民委员会组织法〉办法》和《甘肃省村民委员会选举办法》(以下简称“一法两办法”)。就全省“一法两办法”的贯彻落实情况,本刊记者专访了省民政厅厅长黄续祖。
